Haldia Development Authority (HDA) is a statutory authority constituted under The West Bengal Town and Country (Planning and Development) Act, 1979. The Authority is guided by the Board of Haldia Development Authority. Present Constituent of The Board has been formed by the Govt. of West Bengal, vide Notification No. 1655-T&CP/C-2/2C-2/2001 dated Kolkata, the 17th August, 2011.

The Haldia Development Authority discharges its function through the Chief Executive Officer. CEO, HDA implements the decision of Board in accordance with the established government rules and procedures and manages the finance as per the financial norms of the Government. At present, there are almost 63 personnel discharging various responsibilities and activities in the field of Planning, Land Acquisition & Allotment, Engineering and Projects, Finance, Estate, Establishment, Social Welfare, Public Relations and Information.
